I don't think this is the most effective forum for this matter. This is a local and state issue and only Iowa and Iowans can demand action and change. You have elected representative to your legislature. You have a governor. This is a time to act locally.

Being in Arizona, there isn't a lot I personally can do other than spread the word. Which government agencies do they answer to? Is it just local? County? Or only as high as State? Have you tried contacting any Federal agencies? There are a few that will help in an investigation, and do something. Unfortunately, Government wheels turn ever so slowly. If you have some hard evidence, things may go faster.
Good luck, and good for you for being fed up with the b.s. and be willing to fight it.

If you think that is bad...Congress did not include Children they claim to love and care for, the elderly, former Law Enforcement Officers, Armed Forces members past or present, pregnant women and Court Witnesses from Hate Crimes! The House Bills that are up for vote today are House Bill 1592, 254 and 984! Let them know how you feel!

You committed a common error I suspect.! You need some documentation, a journal, any writing that is available.
4-Oaks sounds like some sort of group home, and as such, also carries a license, which is usually taken care of by The Bureau of child care licensing. You can make a complaint there as well!
The secret is to not stop at the bottom. Go to the Commissioner, or the governor. If that doesn't work go to the newspaper. Document everything and try and remember some of the childrens names that were there.
Above all else, don't come off as a disgruntled employee as I can bet that is your label!
Everyone in my state is a mandatory reporter! Our worst offenders for not reporting are priest's. Wonder why?
We had assessment workers who used to send letters to those who had neglect complaints telling them when they were going to visit them. DUH!!!!

of course. but it's hard to accomplish without support from people higher up. Many benefit from injustices such as these, we see it as inhumanity but others see it as a way of making profit. The world is like this, and there are greater evil in the world that may not be stopped. But then again, this should not be the reason for our indifference. You should find somebody related who is willing to blow the whistle.

I don't live anywhere near Iowa, what do you want me to do about this?
You need to document the violations of rights ans safety. That means more than just your word. Got pictures, any documents, hard evidence to present?? Ready to risk your job? Gather it all up and take it to the local newspapers.
