Do I have to pay for a redlight ticket before I get my hard tags?

Perhaps, perhaps not. It would depend on when it was due, if you ignored it and they took further action, what state or country you are in, that type of thing. If you tags are due, go pay them. If they say "You can't have tags until you pay the ticket" then you will know for sure.
