You're not going to be able to get one because you're not 18. They check id when they perform the tattoo and you do not want to go to a person that is so relaxed on the laws that he/she will risk losing their license to tattoo a minor.

I'm not going to tell you what to get thats completely up to you,but where? ok.You can't get it that far on your neck yor parents will definetly see it.Also don't get it to close to your spine that hurts like hell.But on your shoulder looks hot and you can barely feel it. But not too far out or your parents will see it

Ive got tattoos but i waited to i was in my thirty's, plus i think you should wait to you are much older, because once u got them they are their for life. plus be carefully were you put them.
and they should have a beaning to you.
