The car has premium sound with an external amp. The blue wire connects to the radio with it's own connector that is separate from the other 2 harnesses. I believe that it is the remote turn on for the amp. Am I correct???

That wire is not for the amp turn on. Does your Taurus have volume up/down controls on the dash near the steering wheel? If so, the blue wire is from those controls.

I work in car audio bro thats how I make my living and if my memory serves me correctly that seperate blue wire is a ground for the radio. If you have a test light test the wire. If not try pluging the factory radio back into your car and leave the blue plug disconnected and the antena; then try and see if the radio will power up, if it doesnt thats your ground. I say leave the antena disconected because sometimes the antenna is enough to ground the radio itself. Its not an amp turn on, Ill tell you that much. It could also be your power antena wire though. so like I said connect it back and leave the antena and blue wire off and see if it power up. IF not its your ground if it does and you have a power antena on the car, switch the source on the radio to fm and see if your antena comes up, if it doesnt then its your antena wire

Steve M is correct. The actual amp remote turn-on is in the long 8-pin gray plug, at the opposite end from the main power wire.

I couldn't find the color of the amp turn on but you can test the wire with a volt meter. When you turn the radio on and off does the voltage change on this wire?
