I used to have this problem BAD, i have solved it by using Dove Original DEO, when I shave I DO NOT EVER use a cheap razor or a dull one, i use my blades no more than 3 times each. Also get your pits wet and soapy as soon as you get in the shower that way the skin will be getting soft and shave right before you get out.
If you still have the bumps its probably from ingrown hairs which are caused by you shaving over your skin and irritating it, then when the hair grows back it has to grow around the irritated area causing it to grow back in the skin and become infected aka ingrown hair to prevent this use a cream or I prefer the gel called Bikini Zone, which is also great for the Bikini Zone and it totally prevents ingrown hairs. If you can't use that alcohol also works.
You should also shave with the grain of your hair, and shave the same way or direction each time and this will train your hair to grow the correct way.
Another thing for me was always use the same kind of DEO, never switch, if i switch any kind of skin product my skin becomes irritated especially DEO and that is very uncomfortable.
Good Luck to you I know irritated underarms are very painful!!
Also, I haven't bought these in along time but they make a special razor for black people and these are great for preventing irritation and ingrowns, maybe you should try these for awhile, i think it's very important to train your hairs to grow straight then you have fewer problems.

Maybe grandmas restrict shaving, bu all french ladies do shave their underarms and legs. That type of rumors is for the reason that what americans feel approximately France is what was once instructed by way of squaddies in 1945. But France and French have modified on the grounds that then. Yes ladies shave themselves. Yes we take a bath day-to-day. No we do not put on "bérets" anymore. And no longer all french devour cheese or bread.

Not quite sure what you mean. If you're referring to the arm pits, the only way to smooth them is to shave the hair on them regularly. Also, don't forget to use deodorant. If you're talking about the skin on the inside of the arm itself, exfoliation with a loofah sponge, during your bath or shower,followed by a moisturizing body lotion or cream might help.

If you have lots of money, light skin, and dark hair, you can get lazer hair removal...which actually kills the follicles there...and you will be hair and bump free forever!

You can also wax, but you can still end up with ingrown hairs, which causes bumpiness.
