The B&W photos with blue eyes, etc. are called selective color photos. As others have said, no camera can do this. But it's not too hard to do with Photoshop, Photoshop Elements, or GIMP. The other effects can be done with many digital cameras or with the software.

Try these step-by-step tutorials for selective color:

Such a camera which produces selective color black and white negatives or digital files does not exist. That is post production work, i.e, Adobe Photoshop. There are however lots of point and shoot digital cameras that can produce a sepia tone or black and white image, in-camera. I would suggest perhaps looking into a Canon digital elph or any of the Casio point and shoot digital cameras.

Actually, many of the cameras in the Canon SD series can acheive that effect in-camera, although the effect is usually done much better with software like The GIMP and PhotoShop.

Cameras are not able to do this. You need a photo editing program like Adobe Photoshop. You would have to check out the different programs to see if they have these features, but they will not be cheap.

Buy a used Nikon FE2 camear, it will do what you ask about and it has the fastest shutter speed ever incorporated in a production camera. Plus it will work either totally manual for the artist or fully automatic for the novice.
