You have sooo many options, it's hard to suggest things when you don't know the abilities, tastes etc., But here goes with some of my ideas:
How about a beautiful Cornish game hen. A tiny chicken, basically, stuffed and with peas and carrots, a great tossed green salad and some cream puffs or eclairs for dessert.

A grilled rib eye steak with twice baked potatoes a salad and a Dairy Queen ice cream cake for dessert.

You can make any simple meal, even a meat loaf special, if you put it on a beautiful plate, candles on the table, a cloth tabletop and music in the background....just think about what he loves to eat, how you can fix it and then just dress it up to make it special. He will love you for the thoughtfulness and efforts. Happy Birthday !!

It would be nice to know his age....

Shower him with love notes, or make his entire day special by giving him a different gift in the morning, noon and at night. Be creative in thinking of something fun, romantic and special to give him a birthday that he is not likely to forget.

Can you afford to rent a sports vehicle or his dream car for him to drive on his birthday. Go out and spend a day indulging in the sport that he just loves.

Make a theme party from the time he was a teenager. Songs, kareoke, food, dance, wine etc.

Do a buffet:

Well, if you have everything planned out so far, you need to make dinner a BANG. Make him think you haven't had time to cook and you need to go out . Plan a romantic candelit dinner, cooking his favorite meal. Ask him to go out on an errand for you, then surprise him with dinner. Leave the dessert up for your imagination, if you get my drift. Surprising him with the unsuspected things can get things going - just remember to put up the leftovers!

If he has a favorite restaurant and always orders the same thing try making that for him or call his mom and find out what his fave food was growing up.
