I have two burners, a Samsung and a Dell.
In order to use a CD as a floppy, that is, for data files, I must use a CD/RW and the CD/RW must first be formatted with the software that powers the burner. The formatted CD/RWs will then work just like a floppy - in your computer. If you want to take it to another computer, you must first download the "reader" appropriate to your burner.
It works, and I did use it until flashdrives became available. No format needed, easy transport, and hold so much more.
If you still want to go with CD/RWs, you will have to look for instructions in the User's Guide which came with the burner in printed form or on disk. It is not difficult - instead of "burn" you click "format" and be sure to enter the appropriate drive so you don't accidentally mess up your hard drive.

If you have a burn program, every burn program has the feature to make a DATA disk.
All you do is set the program up for making a data disk and add the pics you want. Follow screen instructions when finished adding and burn. It's that easy!
Short answer: Make a DATA disk with your pics.
