The Axis powers were those countries opposed to the Allies during the Second World War. The three major Axis powers, Nazi Germany, Fascist Italy and Imperial Japan were part of a military alliance on the signing of the Tripartite Pact on September 1940, which officially founded the Axis powers. At their zenith, the Axis powers ruled empires that dominated large parts of Europe, Asia, Africa and the Pacific Ocean, but the Second World War ended with their total defeat. Like the Allies, membership of the Axis was fluid, and some nations entered and later left the Axis during the course of the war.

Germany, Italy, and Japan were the three Axis countries.
The countries they controlled were France, Belgium, Holland, Norway, Poland, Yugoslavia, and others including some of those in North Africa.
Japan rode roughshod over the Philippines and other countries or portions of other countries, but I will have to look them up.
In time of war the term "controlled" is a relative term as we are now finding out AGAIN in Iraq.
"Control" is a very fluid and transitory thing when you are trying to apply military force anywhere. Even within the boundaries of your own country!

There are a few "what if" questions that show the Germans could have pulled it off. Then it would have been the bits that were of any use and a line somewhere east of Moscow where they did not need to go. Then they would have garrisoned the place, stationed troops at key area's and moved in with the SS etc and decimated the population, slaves, religious persecution and so on. It was strange how local resentments in other occupied lands often worked in the Germans favour. Conquered people collaborated. At one point it would appear that Stalin thought he was going to be ousted, never again after that point though. It was probably close.

Germany, Italy, Japan, Finland, Romania, Croatia. All the other countries were overrun, however, these were willing partners in the axis. Oh yeah, let us not forget Vichy... which is in FRANCE.Kind of suprising huh?
