how can i make a stencil for tattooing?

Don't worry about it - since you are not the one tattooing, you don't need to know how to make one. If you have artwork, a professional that has been properly trained knows very well how to make a stencil for your design.

Agreed. You don't need to make it since you won't be the one tattooing. If you were just wondering what they were, it's pretty much a copy paper (carbon or similar). It is applied to the moistened skin and tattooed over.
