I've heard that it's best to clip the lavalier mic high and as close to the subject's neck as you can, and I've also heard that it's best to place it lower on their chest (in the middle of their chest.) What's best?

Depends on how loud they talk. Middle of the chest seems to be a good compromise!

Like all mic placement issues, it depends on the mic, the source and the environment. If there are other sound sources present (usually monitors), you will need to be as close to the source (mouth) as possible, usually at the neck. This gives you more gain before feedback - a critical factor with lav mics. Cardioid patterns are hepful in these situations.

If other sound sources or feedback are not issues, place it where it sounds best. Many presenters are losing the lav and going with small headworn mics - they are closer to the mouth, allowing use of the more natural sounding omni pattern.
