One of my favorite places is from the Yolo Reclamation. You take the first exit off the Yolo Causeway on the way to Davis, loop back under the freeway to the top of the hill, then down over the hill. It's all dirt roads, but great views. Many artists paint and photograph from there.
Less obvious, and a bit more challenging are all the freeways that circle the downtown. Take a driver with you, and head out at rush hour. Yes, rush hour. Because the best views of the skyline are all from the freeway -or a helicopter if you can afford it. So you want to be in the slowest traffic so you'll be able to snap off your photos while you are passing by. I did this and it took a number of trips to figure where the sun was going to be, and how it affects the color of all those reflective windows.
My favorites : I-5 going South from the airport to downtown; continue onto 80East/highway50East, now the skyline is on your left. Continue onto 80North, with the skyline still on your left. From the Yolo Causeway back into Sacramento, around 5pm, at the top of the freeway over the Sacramento River, heading to I-5 South. About that time the traffic comes to a full stop for a second or two as you creep along the skyline, with it on your left again.
Now for the morning times, come in from 80, past CalExpo. As soon as you pass the E street exit, get your camera ready, the view is one of the most open ones of downtown, with the sun at your back and the skyline at your right (finally.)
Some close up locations are from the parking lot, 4th floor, at 10th and L sts. The upper floors are good, but the 4th floor is all about the Capitol, which is right across the street. The roof of the parking lot at Capitol Mall, just before the Tower bridge, is good early morning or just after sunset, but before dark. The parking lot at 11th and I streets may have some views as well. Another parking lot to snap some pics from is at 4th and L. You will have to pay at all the parking lots, so be ready. Have fun.

Not sure how far away you want to be, but there is a few areas that have river walks, where you can get some view of the skyline. There is a River Walk by the Embassy Suites, just south old Sacramento. Another river walk is between the I-Street bridge leading to West Sacramento & Richards Blvd off of I-5. These both offer a clear view of the skyline.
Also, across the river, in West Sacramento, the building that used to be the Money Store (Pyramid building) has some river front area. You could even get the Tower Bridge in the photos.

The land around Sac is flatter than a pancake. Anywhere within a 20 mile radius will give you the skyline

The view from my office is awesome!
Try going to that ziggurat (yellow pyramid type thing) building in West Sac, then you can get the River, Old Sac, Downtown, etc.

try any of the multi level parking garages .i use the one on the south end of old sacramento that might work.
