Electricity wll take the easiest pathway. When there is a frayed wire where the electrons can get though they will try. If 2 wires come together the electricity will follow the easiest pathway.

A short circuit is a low-resistance connection between two supply wires. The normal connection has enough resistance that it limits the current passing through the circuit. The "short-circuit" connection is close to zero resistance so it does not limit and a current passes that may be enough to melt the supply wires (unless a fuse or circuit breaker stops the flow).

It can start from frayed supply wires touching. It can start from a pair of supply wires overheating due to wrong rating of insulation and then touching. It can occur from a failure in an appliance making supply wires touch inside the appliance. It can start when a light bulb filament collapses across the supply wires inside the bulb.
