Any toilet bowl cleaner that is "thick" enough to sit there without running down will do it. You may still need to scrub a little. If all else fails use one of those cleaning pads that you get - they look like white sponges and you just wet them and rub. One of the more popular brands is Mr. Clean.

Soften with bleach or toilet cleaner, then flush, and then follow through with a pumice stone. I understand that is the best, and won't hurt the finish.
