I have lived in Iowa with my parents for 21 years. I recently moved to California. I have lived here for almost a year. I have my drivers license in California now. I plan to move back to Iowa for good and go back to school. What is my residence? Iowa, or California.

Your a Californian until you move back home then a resident of Iowa.

In terms of a college application, your permanent residence is Iowa, your temporary residence is California. Since you have lived there less than a year (1 year is the marker), you cannot apply as in-state at a California university, therefore you CAN apply as in-state at Iowa.

Technically, your state of residency is whatever state you live in. There are different standards for establishing residence for various purposes. You should probably ask the school what they consider residence for purposes of in state vs out of state tuition. Moving back to Iowa a few months before you plan to start school my reestablish residence. At the moment, you are a California resident.

if you graduated from an iowa high school they will, more than likely just assume you are still an Iowa resident so make sure to get your new license before you have to give any state id #'s. but as of right now you are considered a resident of Cali.

I would say California because you are a resident of that state as a result of your driver's license.

Check witjh the college and see how they determine "resident" for the purposes of tuition. You may well be a resident of Iowa for tuition purposes by simply living there. The DMV has its own method of determining residency.
