In a word: Hillsides.

Built on a slope, a two story building can be entered at ground level on both floors.

The ground outside is not level. It actually goes up a level, so in one area of the mall, you enter on the ground level and it has an upstairs, but in another level, the ground is higher so if you enter at ground level, you go down to a below ground level.

If you are in a two level mall and the top floor is on ground level, then the bottom floor is underground. Just like how houses can have the top level be on ground level and still have a downstairs.

Look outside the mall... most of the time, if you can enter in the top part, it means the ground isn't level.

the entrance you came in was on higher ground than the level below you. You could enter on lower level and still be on ground when you go up "the hill" to upper level. In other words, they built the mall into the side of a hill instead of on flat ground with two stories.

The mall I go to in Austin Texas is built this way.

Your question is worded a bit awkwardly, but I'm assuming you enter the mall from "ground level" and you appear on the top level?

One explanation is that part of the mall is on a hill. If you're on the hill, and you enter there, you will be on the top level.

If, however, the bottom level of the mall is somewhat underground, then that's another explanation.

Common Sense really. -.-

haha, yeah I was confused with that too!
That is, until someone told me that the ground
slopes like a hill. I still think it's amazing how
you can build a mall on a sloping piece of land,
but hey, it's mall. It's what inside that counts ;]
