I am going to assume you mean four-year colleges which, in my opinion, will provide you the best educational foundation.
The Rochester Institute of Technology is highly regarded. The Tisch School of the Arts at New York University is also very respected. San Francisco Art Institute School of the Art, School of the Art Institute of Chicago, University at Buffalo and the Rhode Island School of Design are also good possibilities to consider.
Look at as many schools with photography programs as you reasonably can because you will learn a lot from comparing them. A strong program will have invested in quality facilities and will have at least one, and preferably several, full time photography professors who are accomplished professional photographers.
The program should have a good art library and be in the vicinity of museums and galleries where you can view a wide range of art, design and photography. The program should also be able to assist you in finding a quality internship when you are a junior or senior --and then be able to provide guidance when you begin your search for a job following graduation.
I recommend going to a school with high standards, one that attracts talented, smart, motivated students. You will learn the most in an environment where everyone is challenged to produce their best work.
Think about what type of photography interests you because it may influence the kind of program you attend. Here are just a few of the many possibilities:
--You could work as a photojournalist (if this appeals to you, look at mass communications or journalism programs)
--You could become a commercial/creative photographer for ad agencies, design firms, etc.
--You could develop a commercial specialty such as working as an architectural photographer or a food photographer
--You could be a fine arts photographer who exhibits work in a gallery and sells their photographs as art
In addition to studying still photography, I strongly recommend taking some classes in film, video, and new media. You will have many more career avenues.
Also study digital imaging--learn Photoshop.
Photographers, like many others in creative professions, often find that their careers are multi-faceted. You can work as a photographer, but also teach, show some of your work at galleries, develop projects related to photography such as books or film, write about photography--there are many possibilities depending on your interests, determination, and ingenuity.

I wish to advice you to join The Royal Photographic Society of Great Britain or The Photographic Society of America.because I was the two Societies Life members there, also had photography title like ARPS, but I was waiting to get a title from America.
