The best way to say "I Love You" would be just to come right out and say it. It depends though, if its a guy you want to say it to, name somethings that you like about him, or why you like him and then come out and say so and so I love you thats what I have done before and it worked out very well.
When one of my boyfriends first told me each other it was the cutest thing ever, we were standing outside with a bunch of people on a cold day and we were standing there holding each other and we looked up gazed into each others eyes, he grabbed my hand and he kissed me for the first time and said I love you to me i was so happy but it was the cutest thing ever. To me that was the perfect way for him to say I love you to me, it doesnt have to be anything big or romantic it can be something simple like that but meaningful.

Well I think in your case as a girl the best way to say I love you is to make sure that he loves you before you tell him that> Cause if he doen't love you and you tel him that he may be forced to say I love you back when he doesn't mea it or he may say am sorry but I don't feel the same way you feel about me. I believe the best way to tell someone that you Love them is after a romantic diner. The way I did it was i took the girl of my dreams out for diner at a really romantic place on the beach. Then after supper I took a long walk along the beach and saw some seashells and told her i could hear something in mine. She said it was the ocean i told her it was something other than that. When she puts it up to her ear and give her the biggest kiss on the lips and ask her if she heard it was telling me that "I LOVE YOU." Then take her back to your place and then you can cuddle and enjoy the life of being In-Love.

Saying it is imperative. But nevertheless, people know any words can be spoken, and at this age, everybody has been lied to. And to top it off....when you have been lied to about someone loving you....it hurts to the point that some people never trust again. So, actions speak louder than words. You need to show your love not only in words, but in actions....and be consistant about your actions. I believe, that it's also important to be truthful in all things so that you are known as a loyal, truthful person.
