Neither.
I think Dr Hawking misunderstood the Pope. Almost everything the Pope says is recorded.
Here is the Pope's Address to the participants in the Vatican conference on Cosmology on Saturday, 6 July 1985 posted on the Vatican's website: http://www.vatican.va/holy_father/john_paul_ii/speeches/1985/july/documents/hf_jp-ii_spe_19850706_conferenza-cosmologia_en.html
From what I can read, the Pope did not tell the scientists not to study the origin of the universe.
He said that he believed that science could not discover everything. That "certain aspects of our lives rise above and move beyond the material dimension and, while having deep roots in the material, surpass the understanding which the natural sciences are capable of providing."
With love in Christ.

Why did the Pope allow the conference?I believe that Christians should not be afraid of science, as God has allowed us to study it.

Neat article. I hate when religion promotes ignorance. If we don't know the answer, we should not try to figure it out and instead we should attribute it to a unquestionable god.

Why did you not post a link to JPII's alleged statement so we can read it for ourselves? Perhaps because no such statement exists?
