Actually when my son was around 1 1/2 or 2, I asked him who did such and such knowing that he did it and he lied to me telling me he didn't do it.
Now maybe he was not aware of what disobedience is but his first inclination was to deny and I didn't teach that to him. Soooo must be human nature, don't you think?

The Catholic Church teaches that you do not come to the age of reason until approximately 7, and that is when our children receive their sacraments. The reason they say this is because while all children are capable of disobedience, they are not able to reason yet about a good choice vs. a bad choice until they have reached a sufficient age to analyze it.
At Kindergarten age we should be teaching them what lying is and what cheating and stealing are, so that they understand these are immoral ways to treat others. And I am sure you are doing that. Also, to be fair, a sin is a conscious choice to do something wrongful, and a serious sin requires that it be a grave matter, but the person must have free choice as well. If a person can not yet reason, we can't actually say they see there is a choice to make. If a person is hindered in a serious way from having free will in a matter, that too, while it can be a serious and very immoral act, may not be a sin.

a person become capable of sinning as soon as he/she can talk and reason with other person like my neghibour kid who is 4 and she is a lair

how old were you when the Holy Spirit dealt with you and telling you that was wrong don't do that and keep in mind every individual is different.
