The airlines will provide little flimsy ones. I find these are good for cabin luggage. If you want a good quality one that the baggage handlers will be less likely of destroying, you can buy some. They are not that expensive, a couple of dollars.

I purchased luggage tags at Target, Amazon.com, Fred Meyer, Ebay and Gottshalks.

They aren't too expensive and you can get them to match your luggage - I gave everyone luggage last Xmas with matching tags, TSA locks and passport covers.

These are more durable than the crappy ones at the airport.

They give them to you but the ones they give you aren't really meant to last more than one trip. (Sometimes they last me 2-3 trips but they're not really permanent ones). You can buy more permanent ones that will last for years but there's not much point. I fly close to 100 times a year and never have bought one I just use the free ones from the airline.

They have them at the airport.

Some luggage comes with the tags

And you can always buy them at Target or somewhere.
