1. You must repent of your sin, ask forgiveness and accept Jesus Christ as your Lord and Saviour. Ask Him to come into your life. Ask Him repeatedly if you feel it is necessary (I did). If you are sincere, then He will enter your life.
2. When you first become a Christian, you will be very naive and not understand what is happening. Give it time though, you will. The first signs that you are a Christian will include you feeling a tremendous sense of peace. It really is a peace that surpasses all understanding. You will never have felt it at any time before. That will be the Holy Spirit dwelling in you to say you have been baptised by Him and now belong eternally to Jesus Christ. The Holy Spirit will also give you incredible joy. You will walk around for a while with a grin on your face and not really know why. You may even be glowing. Be warned: the Holy Spirit will wean you off these feelings at some point by taking away some of that peace and that joy. He will give these feelings back to you at some point.
3. During this time of being born again, you will have experienced the Holy Spirit and you will have communicated with Him. Thereafter you will communicate with Him many times. Just read scripture and pray. The Holy Spirit will do the rest and will open your eyes often to when He is communicating. You will sometimes find yourself learning things about God that you have never heard before or never read in the Bible (up to that point). That is the Holy Spirit teaching you directly. You will sometimes find yourself praying for "odd" things but you will feel you want to go along with it, but will not be forced to. That is the Holy Spirit telling you what to pray. You will at times feel incredible surges of power that will help you resist sin. That is the Holy Spirit. You will feel compassion like you have never felt before (it can hurt unbelievably). That is the Holy Spirit. You will start understand scriptiue better. The Bible will no longer be simply a bunch of donts or just confusing and apparently contradictory laws. You will see things you have never seen before. It will be like scales falling from your eyes. You will move into an eternal realm, and start to see things from an eternal perspective. Material things will become less and less important to you. This is all the work of the Holy Spirit. You will also get a fright at some point because He will tell you that you need to sacrifice your money for the poor, your time and possibly even your life.
To answer your question then, the Holy Spirit does not talk through the Bible at all, not in the way you are perhaps thinking about it. He talks directly to people who choose to listen. He can talk through Christian leaders but does not always do so. Still, He always has a personal relationship with every believer. You cannot force Him to speak to you a certain way when it suits you. I am not attacking you; I am simply trying to make sure you do not have any false expectations. He does what He pleases but He is good, holy. compassionate and loving. He is also a disciplinarian. Just let Him do His thing while you sincerely pursue a relationship with Jesus Christ (and not a religious experience or a religion or a book). The Holy Spirit will do His part. He really is great!

The Holy Spirit's job is to comfort us (John 14:26)
...to guide us into Truth (John 16:13)
...bears witness that we are children of God (Rom. 8:16)
...seals us unto the day of redemption (Eph. 1:11-13; 4:30)
...teaches us (1 John 2:27)
Spiritual truth comes from God's Word.
We can intake God's Word by listening, studying, reading, memorizing, and meditating. When the Holy Ghost illuminates (Heb. 10:32) you with truth, he does it by bearing witness with scriptural truth. There is no mechanism outside of the Bible by which God speaks to us during the age of Grace. He uses men, books, and many other mediums to do so, but in the end, the scripture itself is th test of truth. The Holy Spirit helps you rightly divide biblical truth (2 Tim. 2:15).
I said all that to say this. Some false teachers will mislead people to believe that the Holy Spirit's ministry is to lead them into some fantastic emotional experience or to reveal truth to the that can't be found in the Bible. If you want the Holy Spirit to talk to you, bury yourself in God's Word and Pray for God to reveal truth to you.

At first he's just a still quiet voice....most people call it a conscience but I believe the Holy Spirit is talking to you! Eventually he may speak through Tongues and interpretations or prophasies....If you want to be baptized and filled by the Holy Spirit just ask for it and recieve it....you will Feel him Him and experience Him in a way you never imagined!

The Holy Spirit is very polite and does not talk when you are talking or thinking. Learn to be still and quiet your mind and you will hear.
And you can't MAKE God do anything. The Holy Spirit is part of the Triune God.

Be sure that you are spending quality time daily in prayer, Bible study, and quiet contemplation of His Word. The more time you spend intimately with God and His Word the easier it will be to recognize His voice and His leading in your life. Employees at a bank are trained to recognize counterfeits by studying genuine money so closely, that it is easy to spot a fake. We are to be so familiar with God’s Word, which He has spoken, that when God does speak to us or lead us, it is clear that it is God. God speaks to us so that we may understand truth. While God can and does speak audibly to people, He speaks primarily through His Word; but sometimes also through the Holy Spirit to our consciences, through circumstances, and through other people. By applying what we hear to the truth of Scripture, we can learn to recognize His voice.

He talks to you all the time.
He lets you know, in your spirit, what is the right thing to do---He tells you through other people--He tells you things through circumstances--He is your guide in all that is good and pure and true.
If it is NOT of God (which IS the Holy Spirit) You will FEEL it.
Something TELLS you when something is not right.
Tell God you want to experience His love for you, and His guidance.
The Holy Spirit will lead you, I promise.
God also promises in the Bible.

yes you can, God comes to you as a soft whisper
or a light feeling with a cool breeze,and he speaks directly to your mind deep in your thoughts,you can conversate with God at any given time ,you need to ask for the gift of speaking in tongues then you are one on one with God and no interfearences,i recieved and we communicate
