I do believe "cheaters" can change but whether yours will is another matter.
Look for individual signs of change and indications that the rest of his life is changing as well. The likelihood that he would cease to cheat and the rest of his life remain "as is" is remote.
The best thing (in my opinion) is to allow him to "earn" his way back into your trust. Test him in small ways to see if he's truthful (is he where he says when and with whom? Is he on time..ect.) Let him know he is "on probation" and that your tolerance is at "zero" for dishonest behavior.
Cheaters may be able to change, just as any other transgressor, but should never be allowed to pick up where they left off, but be required to put in the extra effort it takes to win their way back into your heart.
In the end it will also depend upon forgiveness. Can you let go of what he has done? Can you allow him to begin over without throwing his past in his face every time you look at him?
Search your heart for the answers - they are there.

No...a cheater will always a cheater.. that aint goin to change u knw it aint worth to come back with someone that keeps doin the same thing over n over...never try to change a person cuz they never will if they love u enough at least they can try to just be with u..but im sure right now he wants u cuz he learned his lesson..n im always sayin what goes around comes around...

If a cheater changes, it's only a temporary thing to manipulate you. Be glad you're rid of him! Let some other girl put up with him. He's a player - let him play somewhere else. Guys like him aren't worth your effort or time.

I think it is possible for some people however, it's a huge gamble for you to take. It'd be hard to trust him again and also that image of him with the other girl would be hard to get out of your head.
