Would i be better off taking the time to get rid of Vista and install XP? because this is a brand new dell that came with vista basic installed...

Yes, unless your card is supported, you may not have proper display, ie, slow graphics slow movement etc.
With one thats certified for Aero display, you will get a very high quality display, with all the extra features .

I did some beta testing and have 3 manuals for various versions of the OS, the system requirements are as follows, a 1ghz or better CPU, a 128mg or better video card (they will berequired to update to DirectX 10), at least 512mg of Ram for Basic (but it is recommended for Premium or other systems at least 1 ghz or 1.5 ghz), a Audigy or Dolby capable soundcard, 2.1.5.1 are best.

And do not even consider dial up internet service, they are not compatable, DSL or cable (this is the only way to go anyways).

I am a MCSE and A+ certifided tech, and run my own business, I have made may upgrades for clients and you risk a very slow computer if you do not make the appropiate upgrades for the best service and useage.
