We talk daily, and he already had an old police scanner that he found dumpster diving. Now he went and spent almost all of his savings on a new high-tech one.

He told me that all he does is listen to it and tries to beat the cops to the scene.

Should I be concerned about him, or is this just a hobby?

There is no such thing as a 'high tech' scanner, just expensive ones. In this day and age, certain frequencies are not even included in the new scanners.
The frequencies the police allow the public the hear is of no concern to them.
You will not hear the ones that are for their private use.
I was hooked as your brother was, but it became meaningless, the fad did wear off.
If he wants a job with a news company, he may succeed with his attitude.
If he does it to be a superhero, please try to get him help.

Hmm sounds like it truly is basically a activity... i'd be worried even with the reality that, rather if he takes the scanner into the rest room with him for worry that he will bypass over something interesting!

If he is truly attempting to arrive at the scene prior to the police, you need to get him some help. He is your brother and you may not like to hear this, but his problems may be deeper than a fan of a movie.

you should be concerned. Police generally dont like it when civilians try to "solve the crime" or arrive first. they also dont like it when civilians try to stop high speed chases by trying to block the speeder. I learned that from watching the news.

Long story short, they may charge him for something, like interfering with police business or something. Or, you can tell him to join the force.

What the heck is he trying to do once he arrives on the scene? Maybe it's just a weird phase.

Make sure he doesn't use excessive force while making his citizens arrests. I get very pissed when I have to take my suspects to the hospital for medical clearance before I can book them.

I'd be a little scared ehemm ,**cough** obsessive **cough**, but since he's in his 30's he should figure that out himself. Don't really worry about it- unless he starts getting in some real trouble you know. does that help???

The point I would be concerned is when he starts designing his own costume and has developed special skills.

Then he should be given professional care at the state's expensive. (Lock him up)

I'd be worried. He'd probably get himself hurt or maybe even killed at a scene.

Come to think of it, is it even legal to own one of those as a civilian?
