If the egg whites were sticking to the shells then the eggs aren't quiet to the hard boiled stage. They're still safe to eat though. To make peeling easier, roll them around on your countertop underneath your palm, cracking the shell everywhere. That should loosen the membrane away from the white well enough to get it off without taking the white with it.
Higher altitude can affect it. Remember that in Denver (for instance) water boils around 202F, which means you have to cook things 5-10 minutes longer.

You can try and do this after boiling your eggs immediately you remove them from the boiling water pour on them some cold water and then roll the egg in between your palm of the hand, make sure that you do not mash the egg, and now you can peel your egg!!!

Use older eggs, and when you drain them after boiling, give the pan a few good shakes while running cold water on them. Let them sit for about 15 minutes and shells will just slide off. Perfecto every time!

Make sure the eggs are fresh
cold water in the pan first, then reach boiling,
keep eggs at room temp before putting in boiling water,
take the boiling pot after your desired boiling time and put in the sink run cold water into to stop the boiling process and then peel the eggs under a small stream of tepid water.

drain all of the water out of the pot and shake the pot like your life depends on it, until all of the shells are cracked into lots of pieces, and some are hanging on just by the membrane(about 15 seconds). run cool water on them, and the shells should slide right off. plus you do all of the eggs at once, so you don't have to spend so much time gingerly tapping and cracking each individual egg. let the pot and the other eggs do all of the work!

after I boil the eggs I put them in ice water for a few minutes and then I take them out and tap the perimeter of the egg on the counter top and then I roll it with a little pressure on it like you roll a rolling pin and then it peels in bigger chunks

Empty them from the pot into the sink and crack them and run the cold tap.
Once they have cooled crack all around and begein to peel from the top where the hollow is and it should peel quite easily.
