Spyware and adware will reduce your memory and resources on any machine. So will software installed such as anti spyware/virus protection. The more you have running during up time the slower your machine will download and process.

No, they infect Windows so completly that your web connection just slows to a crawl.

They definitely COULD. There could also be lots of other factors - especially if you are using wireless. Namely signal/channel conflicts, etc.
