It's possible, particularly if you have lots of it. Run AdAware, Spybot S&D, and AVG Antispy, all available as freeware, and you'll know.

Spyware and adware will reduce your memory and resources on any machine. So will software installed such as anti spyware/virus protection. The more you have running during up time the slower your machine will download and process.

No, they infect Windows so completly that your web connection just slows to a crawl.
Remove all malware. The instructions are repeated here, search for them.

They definitely COULD. There could also be lots of other factors - especially if you are using wireless. Namely signal/channel conflicts, etc.
