A policeman or a VOSA official.You can also check your card once yourself but repeated opening will get you into trouble.

Agree with vosa or police (eg. after traffic offence or accident), but being able to open tachograph to check card?, Something I certainly have not heard about. Possibly because I've never had cause to find out if it is allowed.
