I know that you need a certain heart rate to lose weight while working out but how come whenever I put my hands on the pulse things on the treadmills at the gym, my pulse is always really low. Like, lower than it is at rest. I thought my pulse was supposed to be higher while working out? Maybe the machines don't work? Or maybe I'm just missing out on something haha? I don't know?

it is possible that there could me a technical problem, athletes have a lower than normal resting heart rate but while exercising, the heart rate should be high. How high depends on the type of the exercise one is performing and for how long, good luck
