Neutering him would help. It is generally a dominance issue but odd behavior like this can also be caused by vaccines. Namely the rabies vaccine. I would say it is dominance though unless there are other odd behavior issues too.
It's not all that common for a dog to pee on other dogs. They usually just mark on spots where other dogs have marked. Whatever the cause is... it can not be tolerated and needs to be corrected. If this is a puppy or young adult this could escalate to attacking other dogs. Take control now and get him neutered. Also get him into classes and socialized to learn how to behave with other dogs.
