Feathers usually tickle people when it touches the extremely sensitive parts of a body like our necks and some times we even feel ticklish due to our body hair, the hair on your arm pits ( i dont know if shave them and i dont have a jungle there checked on an encyclopedia) or due to your long beard, sometimes causes irritation even when there is no sweat. The same thing happens with the birds you may notice birds during windy days scratch under their wings with their beaks this is cause they are ticklish and thats there sensitive area as the assume the air pressure with its help

I'll tell you what.

Let's meet and go buy a bird in the pet shop. I will then tie you down and tickle your feet, legs, stomach, sides and armpits with a feather for 30 minutes. After that, I will tickle the bird with a feather (for 30 minutes provided he is laughing) and we will see who is more ticklish.

Because being ticklish is a psychomatic reponse. You expect it to ticket so it does. Try tickling your self in the same place someo else tickles you. And it isnt ticklish. Because you know it is coming and what to expect. You can not tickle your self.
