Meet with native speakers, with an accent you would like to have, with whom you have something in common, like a hobby.
Talk with them, if you can afford it, arrange to make telephone calls, as that is the most intense way to talk.
If there are no native speakers you can meet, try to meet up with people with whom you only have English as common language, not as good to pick up the right accents, but still making you use your English.
Read a lot, anything as long as the language used is right.
Listen to radio, BBC world or an American channel, can be done on-line if you do not get them through the air.
If you find that radio is still too hard, rent films on DVD, and watch them in English, without subtitles.
Or one time with, second time without.
Anyway, make sure that you enjoy whatever way you choose to improve your fluency, lessons learned when being happy seem to stay with you better than lessons forced on you.
And whatever you do, do not give in.
When I left school I had a 3 (Out of 10) for my oral exam, flattered. Now I am effectively bilingual. Just by doing as explained above. It just took time.

I'm glad you're so concerned with fluency, because in English fluency is very important. Another important aspect is GRAMMAR! Usually when people new to the language speak, they have wonderful grammar, but it sounds strange.... you see, we like to shorten things, mess up grammar until it sounds right to our ears, etc. So instead of saying "I can not ski" we say "I can't ski."
The best way to pick up fluency is just to sit at the mall or another public place and listen to people. Listen to what they're saying, repeat it outloud, and try not to think in your first language. My second language is Spanish, and I found out that when I think in Spanish, speaking is easier. So, don't try to think a million thoughts in one language and speak in another, because it doesn't work.
But listen to people and try to pick up the WAY they talk and the WAY they arrange sentences. It's much easier when you're in the know of how fluent the language speakers actually are.
Another way besides listening is reading a book in English and saying the words outloud. However, without an outside English influence, you may struggle with words that don't follow the rules, which just makes you less fluent! I suggest books on tape, which are wonderful. Recite with the tape and you'll pick up fantastic fluency!
Another great thing is movies with subtitles. Watch in English, with subtitles in your other language, and you can recite the words as the actors say them. If you feel that you don't need subtitles, good for you!!!!
So, by speaking, listening, reading, and thinking in English, you'll soon have great fluency! English is a tough language, but as I like to say: "People will adapt to anything in their environment if they're there long enough."

perhaps the best way is to think in english. think as fast as you can. try to improve your typing speed and say as you type. be careful your grammars correct and you are not pronouncing a single word wrong. that will help betterise your fluency. but if the problem is in pronounciation as well as fluency, then you should buy something as dish tv where each of your favorite channels as well as the sports and discovery, nat geo, history etc are in english. first look at their lips and involve your senses in their pronounciations and lip movements. next you can look away from the screen and try to understand what they are saying. then go in front of the mirror and try to mimic them. if you arent satisfied, make tape recordings of yourself and listen to them and the tv simultaneously. then you will be able to judge whether you have progressed or not. beleive me, english is an easy language to learn, but no language, however easy it may be, takes time and lot of it to be learned perfectly, especially if it is not your mother tounge.

Don't listen to shubhu, He hasn't achieved it yet himself.
And J.O. has got a grudge against American women for some reason, probably that they don't like HIM! Eating our tongue will only choke you. The very best way is by reading, and talking to others. And by keeping at it, after all it's a new language for you and it won't happen overnight.

use and speak english more than you normally do, watch more english movie where it gonna help alot. try to use english to communicate with you friend. or mayb you should talk to friend who can speak a fluent english.it gonna improve but not instant..take time..! all the best

then you should try to find as many fluent speaking english people or go to an english speaking country and then your english will be perfect....you will learn more by going to another country than actaully going to english class...because you are forced into speaking the langauge
