Win98 boots,but win explorer,cntrl-panel,graphics,vol-ctrl don't run.Samsung CDrom drive damaged.What 2 do?

I ran setup of win98 on my pc again after it started showing bugs from a start-up disk.the hard-disk is a fat-32 and plenty of space.but bcoz the startup disk files and the existing-os files have the same timestamp mayb it didnt work.when the pc runs in safe-node win-explorer,cntrl-panel n other studd works but internet connection gets disabled. How do i get 2 run my pc under normal mode with all-features working. Also which cd-rom drive should i go for or shuld i go for a cd-r/w drive and what brand. give me the cheapest n best. Any other suggestions r welcome 2.

If you have recovery cds you have to do recovery . If not reinstall win98.
