Sometimes you can buy a military airframe untouched, but there are catches. Military aircraft operate under a different class than a normal "certified " civilian airframe. This is because of the components and systems required to be mission capable, would be prohibitively expensive to the military to have them "certified". A state or municipal entity can purchase , lets say, a retired Army OH-58A/C (Bell Ranger) and use it unrestricted. If an individual purchased the same aircraft, he would have two options. One....have every part and system FAA Certified by a licensed FAA repair station ($***,***), or dis-assemble the airframe beyond 51%, and modify at least 60% of existing systems (landing gear, engine, airframe, avionics, etc..) and re-build the thing under the watchful eye of the FAA , and have it classified as EXPERIMENTAL.
Yes you can own "military aircraft", but you can't just go buy one.

Yes, so long as it has gone through a de-armament process and you have government permission. MiGs are very popular since the collapse of the Soviet Union, but it is possible to own an American aircraft provided that it is no longer in active service. For example, you can own an F-104 but not an F-16.

yes you can own anything if you have the money, and yes you can even own a f16, but the cost is very pricey, part of the disarmament of the f 16 and the f 18's are removal of the wingsand removal of all the avionics. so you would have to locate and or make replacements yourself. a few years ago there was a company that acquired 1 f 16 and 1 f 18 looking for a buyer that could pay for them to be restored to flight ready status, the catch was they had to pay that company to do it.

Can you imagine flying an Apache helicopter with full compliment of armament to work? They'll make you at least vice president of your company right away (unless the boss shows up in an F-18 that same day...)
Kidding aside, yes, you can own one without all the military junk on it. And the best place to get one is from the Russians. They sell you anything you want. They have companies specializing in selling military stuff. They even sell submarines (another good way to go to work to beat traffic.) You can find those Russian companies on the Web. It's fun to look at the things they sell.

You can own anything you have enough money to buy, but US military jets will have to be bought from some foreign country that has decommissioned it and resold it to you. The US military does not sell jets to individuals. There are several T33 trainers in service by individuals who have bought them from foreign countries and 2 T38s registered to a corporation.

the gov't will sell older aircrafts to other countries or mothball them. if it is current technology that can be used against our country, then no.
