For example, if a police car is sitting on an on-ramp facing north, can a radar gun detect the speed of cars traveling in the other lane going southbound?

Yes. Have you ever seen those radar guns that the cops just park and leave, and they display the speed? Those are the same thing...facing traffic.

Also, I was pulled over by a cop facing me. Let off with a warning.

I think there is an adjustment that is set for which direction the officer is facing for the radar gun, because it seems they can face either direction. That's my guess. The gun would have to compensate for direction of travel obviously.

Yes. One of two ways. You can have a car mounted radar with a front and rear antenna. You manually select between them by pushing the front/back button.

The other way is with a hand-held unit. If you want to clock somebody that passed you or is coming up behind you, clock out of the side mirror. That's perfectly acceptable and legal.

Yes. A newer model radar and operator while moving. Detect cars moving away, towards, show you the fastest reading and even tell you which lane it's picking up.

Yes it is very interesting how they do it, but sitting or moving the police car can radar out of the front or back cars either going or comming. ( even driving in the same direction if they are driving)

Since it's just an echo returning to the gun I don't think any re-setting is necessary. That's a 'yes'.
Also, this brings up another related matter...Where is the radar situated that measures those fast-balls in baseball?

Yes. The police radars can be calibrated to measure the speed of their own vehicle, and subtract it from the speed of a passing vehicle.

yes, and to make it even more interesting, it has an audible "whine" so the cop can still drive safely. he doesn't have to keep looking at the meter and then at the road while he drives. as your speed decreases, the pitch of the whine drops and the display turns green. as your speed increases, the pitch of the whine rises and the display turns red. MP's have them, so i am fairly certain that city and state police also have the same gear.

Yes it measures movement of any object in any direction including birds etc
