I think you are confused with the meaning of the word fatwa, which literally means opinion. A fatwa can be issued regarding absolutely anything. It is simply an opinion derived from the Islamic principles of jurisprudence.

Therefore, a fatwa is NOT necessarily a "religious decree for ... destruction."

And because "calling" someone something does not follow any principles of jurisprudence, it cannot be considered a fatwa. I am sure Judaism has its own versions of fatwas, but I do not know what they are caller, nor am I acquainted with the process required to issue one.
