There's more than history recorded in the New Testament, just as in the Old Testament. There is the fulfillment of the O.T. and the precepts by which the Christian church are founded and practiced. The New Covenant with God is expounded and unfolds in the New Test. He draws on the Old Covenant with Israel and opens a new one that includes anyone. He brings to light how all of those prophesies are fulfilled and prepares us for the end of this world and describes the new Heaven and new earth. All this is given to us by God through men, just like the O.T. It is the Holy Word of God....it is scripture.

The NT is only partly historical accounts. A good portion of it is letters from Paul and other such people. The last part is profecy. The OT is filled with history, much more than the NT. I've read the Bible all the way through twice, so I know what I'm talking about.

As for your second part of the question. How do YOU define scripture? I define it as "Christian religious text", in which case the entire Bible is scripture.

Because they believe it to be the inspired word of G-d. Therefore they believe it is scripture, just like what they refere to as the Old Testament. Christians believe that both of these are G-d breathed, meaning inspired by G-d.

For one reason, because the Apostle Peter referred to the writings of Paul as Scripture.

2 Peter 3:14 Therefore, beloved, since you are waiting for these, be diligent to be found by him without spot or blemish, and at peace. 15 And count the patience of our Lord as salvation, just as our beloved brother Paul also wrote to you according to the wisdom given him, 16 as he does in all his letters when he speaks in them of these matters. There are some things in them that are hard to understand, which the ignorant and unstable twist to their own destruction, as they do the other Scriptures.
