Hey babe,
Firstly you need to make your self known. You need to find some way to get him to notice you. If you go to the same school as him then it makes everything so much easier. Even if your not in his classes you can still catch his attention. You can do this by whenever you see him .... smile! It's a natural reaction to smile back at someone who smiles at you. He will probably do it sub conciously but this at least will get him to notice you. And by every time you see him. I don't mean you should follow him around, butjust every now and again. Once he starts to notice you, try and get yourseld into a situation with him, and introduce yourself. It's up to you from there.

Sit next to him and start breathing really loudly. Then ask him to check your vitals; he should get the signal. If he doesn't find one, you have more of a problem than you thought!!
OK OK FOR REAL THOUGH:
Strike up casual conversation. YOu don't have to be obvious that you liike him, that's awkward. If it's in a class, ask him to help you understand a problem. If it's on a college campus, ask him to help you get directions to a building (which can then be followed by conversation like, "I'm going to the ___ building b/c i'm auditioning for ____. I play the piano and....Oh you play an instrument too?" etc etc. That's just an example).
OR drop a book or something next to him, make it look like an accident, and then introduce yourself and thank him for helping you pick it up. Next time you see eachother, you can laugh about it like an inside joke.

First somehow u got to get to know him in anyway, shape or form. By the way u say boy it sounds like he is in ur grade so if he is then he probably knows u. Then go from there

talk to him casually, dont flirt with him until you get to know him a bit. just say hey there. if he responds w/ a smile or say hi in return ask a quick question about something he may like or make a comment about a subject he is interested in. if he talks a bit then it may be a chance to introduce yourself to him if he just shrugs, then back off. talk to him again next time,
best thing i used to do was ask my friends to find out details about him. just take it slow, get to know him, give him the chance to know you then take it from there.

If he is on a sports team or something talk to him about one of his games. Or he is in a certain club join and show off. Flirt with him or compliment him. If you have a class with him and you have to do a partner project try to pair with him. To meet him "accidentally" bump into him and start a conversation.

What do you know about him? What is he into? If you like those sorts of things, it gives you something to talk about. That's a good way to make a start!

I would go up to him and say hello, tell him your name and start a conversation with him. Everytime you see him say hello and see what happens from there.
