You need to do some aerobic exercise. Start with 15 minutes of walking and increase it 5 minutes every second day until you are walking 30 minutes. Then increase the speed. Always warm up before and stretch your leg muscles afterwards. Try to do some resistance exercise every second day and work up to 30 minutes of that. Drink 6 to 8 glasses of clean water every day. Cut down on fats and sugars and eat lots of fruits and vegetables. As muscles grow they do weigh a little more than fat, but you will be losing FAT and that makes the difference in inches.

First off muscle does weigh more than fat, about 3.4x to be exact. But this goes both ways, your BMI is within normal range so you're not at any health risks, you're probably just a husky man which is fine (it happens to the best of us). One exercise regiment that no one ever tries is swimming. Swimming will tone your muscles and burn excess un-needed fat quickly and more efficiently than any treadmill work and is easier on the joints and bones.

Also just watch your diet. Limit yourself, don't starve yourself. The biggest mistake people make is trying to go all day on a salad and energy drink. Yes you will burn fat but muscle in the process which is unhealthy. I've given this advice before. If you absolutely have a food (fatty and full of calories) that you love. You can still have it. Just cut your portion in half (ie having a half a Snickers instead of a whole one).

Also if you want to limit size and girth around your mid-section Google (or yahoo haha) 8 minute abs for some great workouts. Up your protein intake and lower your fat and carb intake. Drink vitamin water instead of Gatorade, or plain water for that matter. Try new exercise that your body isn't used to and your results will come fast just in time for swimsuit season. Just be patient and consistent and you'll get to where you want to be. Take care of yourself

yes, muscle weights 1.3 times more than fat (30% more).
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)
