You can't, if you have the negative you can get another print made.

If it is printed the traditional method - not digital, and it is on professional photo print paper, then you can submerge the whole picture in water. DO NOT SCRUB IT! But gently run your finger over the emulsion while the photo is submerged and see if the liquid won't come off that way. Then take the photo out of the water and hang it somewhere to dry. Don't be tempted to blot it or anything. If the liquid hasn't eaten away at the emulsion, then it should be fine. If the emulsion is compromised, you can by sprays at your local photography store that will give you a continuous coat.

IF you have a scanner, I would first scan the picture in and save it before I attempted any kind of cleaning.

I think you may need to supply further information, what type of liquid what type of photographic paper ?
