I suppose it depends on why the person said no. If they said no, because they under no circumstances ever want to marry you, then I suppose you should move on. If it is more like "not right now" and they need more time in the relationship before deciding, it might be worth trying to work out, but be cautious.. that can be a indicator that your mate is happy with the way things are and never going to marry you as well.

Talk to her, ask her why? Maybe it was the delivery of the question, maybe she's not sure, if she isn't, give her reasons why it is a good thing for you two; if it's something else, talking to her about it will show how mature you are and how much you care about her. Don't be condescending though, no girl likes that

then you kindly accept the no,,,, perhaps later you can discuss it,,,,,, is it you? or just that the person isnt ready to be married right now,,,,,, or is afraid of marriage,,,,,,, there could be many reasons for a no,,,,, some unrelated to the person asking
and, sometimes a no can be due to the way the proposal is done,,, some women want the "on bended knee" type,,,

My cousin had been dating this one lady for years. Finally, he had a live band surprise his Gfriend at a fancy resteraunt. He knelt down and proposed to her in front of the entire resteraunt. The entire resteraunt was silent, and she simply said, "No." I'm not joking. He was crushed and had to leave the resteraunt in humiliation. He couldn't even bare to look at her after that.

if you have doubts about if she's going to say a yes or no maybe that means you don't have a strong relationship yet to propose. Believe me if she's going to say yes you would know that by now without a doubt.
