im going to permenantly bleach my hair blond and i want to know what is the best hair die that wont fade and wont damage my hair that i can find at aplace like walmart.

It depends. You used both the words "bleach" and "dye." Those are two different things.
But if you meant bleach, it depends how blond you want. Xtreme FX will bleach your hair WHITE (im not kidding) without damaging it.
It really depends on how blond you want it. Either way, dont buy the cheapest bleach. I've used just about every brand there is at Walmart, and the cheapest ones are always the crappiest ones that turn your hair into straw.

Theres nothing at walmart that wont damage youre hair but at sally beauty salon kaledo colors.
