Well, depending upon the specifics of the case and your living circumstances, including your precise ages, many here have already mentioned some reasons this has not yet happened; so I won't simply revamp what has already been said - many of which are quite valid possibilities; so i'll just add a couple of other possibilities:
One is that although you are obviously, madly head-over-heels in love with him, he may not have quite the same reciprocity or intensity of feeling.
Coupled with this is that some guys are mainly 'in it' for the sex - assuming that this is part of your current relationship.
If that is the case, why would he go to all the hullabaloo and costly expense involved with wedding rings and weddings in general, when he is getting quite what he wants between the two of you anyway?
This may be a hard way to put this to you, and a tough thing for me to consider to you, but you wouldn't be the first to which this type of thing has happened!!

You must still be very young for marriage, your sentence structure is not very great, should start with:
"My boyfriend and I". "Deeply in love" means you are still to young. Are you sleeping together ? He may not want to commit to anything long lasting if he can do it now and change beds later. And you know what I mean.

It might because he has alot of things on his mind or maybe the times isnt just right when you get married it takes alot of time and effort and maybe he isnt ready for that but if he loves you the way he say he is one day youll see the ring,

lets say your 20 something it could be because he wants to jet a good job and a place of his own so he,s planing his way in life so he will be able to raze a family. with you. that take a lot of plaining. and money. some men it takes till they are 27 to get serous.good luck.
