In my experience this could be one of 2 things, but it should be checked by a dr to make sure. My son has those kind of outbursts and he was diagnosed with Oppositional Deviance Disorder, which is a chemical inbalance in the brain. Alot of counseling and sometimes meds help with this, he is now 17 and has it under control. You also have to learn a different technique in correcting them because the usuals doesnt work. The other thing it might be is her thyroid, I used to be that way until they found that my thyroid was out of whack and meds are what helped with that and now I lead a normal life.
