The best part of the body for a 15 year old girl to get a tattoo is nowhere.
I am thankful that in my state, 18 means 18, and stupid parents who need counseling on how to say NO to their children don't have an opportunity to sign off on them. Sometimes I think parents are far worse than their kids. They are more competitive than ever! They look at what makes their little girls popular TODAY, never mind that when this kid turns about 25 will get way pissed off at her parents for letting her make a bad choice in a tattoo and trust me, at 15 they pretty much all make bad choices.
Now is your chance to smarten up. If you showed up at my shop you would not even be able to stay in the waiting room.

Unless you live in Arizona, good luck getting one done professionally. Most states don't allow it under 16 under any circumstances; permission or not. Some states will allow it at 16, granted your parents are willing to come with you. Even then, some studios or artists will still yet refuse to tattoo a minor, even if it's legal.
But to answer your question - It really depends on your personal tastes. Tattoos are one of the most personal forms of art. Just take into consideration factors like pain (bony areas hurt more than fatty ones), and certain areas are more prone to infection. Also, remember - you're 15, and your tastes now could easily change over the course of your life. I'm sure that if I had got a tattoo when I was 15, I would be beating myself up about it right now. So go with something that you think [hope] you wont hate in 20 years.
Tattoos on your lower back, aka tramp stamps, are really popular for young women right now, but I'm willing to bet that in 5 or 10 years they will be totally out of style. Just look at the declined popularity of arm band tattoos. So if you were thinking about one of those, I would strongly advise against it.
And since you're 15, make sure you can cover it up when you need to.
It basically boils down to your personal interests. Don't get anything you'll regret.

If I had a 15 year old, I would never agree to allow her to get a tattoo at that age. But, you didn't ask about that.
My suggestion would be the small of your back. Stay away from the ankle or lower leg.
You need to keep in mind that down the road potential employers may shy away from hiring you if you have a tattoo that they can see.

your parents have no say in the matter anyway as you gotta be 18 to get tattooed.
whatever you get tattooed at 15 is sure to be a future regret & cover up nightmare for a decent tattooist.

Need to be 18... there are some states that will do it at 16+ with parental consent but it really depends on which state. I'm in CA...18 - no exceptions.

I got one when I was 13 and it doesnt even look like a heart anymore it is small and on my ankle im covering it up i also have one on my shoulder I got almost a year ago I like it there cause I can cover it up if need be.

Some place that's easy to hide.
I got mine on my hip because I don't want my parents to see it (even though I'm 18) and when you're older and you get a job you want it to be in a place that's easily to hide because you're job might not allow tattoos.

well you are 15 and you are still growing so wherever you put it make sure that its in a place that the skin wont stretch. maybe on the back of the neck but that does hurt a bit. maybe your lower back. but i would waite untill you stop growing before getting a tatt. i was 24 when i got my first one.

DO not get one on your back like those long ones on you lower back bcuz that is called a trap stamp! i would get a heart or rose on your hip so wen you were low rise or swim suits you can see it
