If he's a vet and he ETS'd from the service, he should have gone through the whole ACAP process where you have to create a resume, take classes in finding employment, etc. In fact, whatever installation he was serving on should have had at least one or two job fairs a year for the purpose of hiring those leaving the military.
What did he do during that time? Did he think perhaps that veterans would get jobs easily? Have him try the website above and then sit down and talk to him about his using his Army College Fund and MGIB. Try local law enforcement, fire departments, UPS, Post Office, and FedEx.
In the meantime, also have him collect unemployment if finances are tight, but above all, have him get cracking.

Tell him to contact the Post Office human resources he is able to reopen the testing and get hired there at any time even if they are not testing for the public they have to test him and hire if he passes. $19.50 an hour to start plus full benefits after 90 days plus for a small amount he can add his military time to PO time for retirement. If you live near a VA or Military base same applies there... It is called Veterans Preference hiring..

he can go to school for free and do what ever he wants.
if he's infantry he won't be trained in immediately employable skills (like say plumbing) but a lot of people want to hire veterans

Try the local rail companies. The pay is good, but the hours are rough. The workers are old and retiring just when they need more workers. The same goes with the international shipping ports.

Well work is one thing, he should take whatever he can but at the same time take advantage of his military service and see if he can get into a police department or armed security.
