I've heard that you're supposed to say "best wishes" to the bride and "congratulations" to the groom, but I don't like that that seems to imply a sort of "good luck, hope it works out" to the bride. It seems more polite to say "congratulations" to each. And, you should also tell the bride that she looks beautiful!

I'm sorry you're going to have to elaborate a little more. Greeting as in when they walk into the reception hall:

" I present to you all Mr. and Mrs. John and Jane Smith"

or do you mean when you go and congratulate them:

"Congratulations Jane"

She's called the bride, but when you attend your reception she is usually introduced as Mrs. What ever her husband whole name is.
