There's no reason to "act p'd off" or "like you know what your talking about".
This is covered in your warranty booklet that came with your vehicle. If you don't have your warranty booklet, I'll supply the link to download it in my "source"
but here is the copy: (taken from page 6)

Under your New Vehicle Limited Warranty, Safety Restraint Coverage begins
at the warranty start date and lasts for five years or 50,000 miles, whichever
occurs first.
During this coverage period, Ford Motor Company or Ford Motor Vehicle
Assurance Company warrants your vehicle’s safety belts and air bag Supplemental
Restraint System (SRS) against defects in factory-supplied materials
or workmanship.

Page 1 of the book also tells you how to resolve any issues and gives you the address, phone numbers & e-mail address of Ford customer relations in several countries (I assumed you are in the U.S., but in case you're not the other countries info can be found there as well)
Now go have this taken care of. Your passengers safety is at stake.

It is your responsibility to have it repaired. Warranty or no warranty.
Yes dealerships charge for repairs. So do independant garages & body shops. (it's what they do for a living)
In any case, you still need to have it fixed.
Unless you choose not have passengers seated in that seat.
It is against the law NOT to be buckled up in front. So even if the seat belt doesn't work you can be ticketed, which is the least of you worries.
You can call around to see if you can find someone to do it cheap but it probably will be an inexpensive repair anyway so just go have it fixed.

OK,Ya got a 3 yr 36,000 mi warranty right? How much over the 36,000 mi are ya? No matter as this is an MVSS (motor vehicle safety standard) item .Go back to where ya bought it and see what the dealership says.Some things like this are warrentied longer . If not ,then look up Ford Motor Co. Customer Assistance 1-800-392-3673 and tell them what ya have and act Pissed off cause the dealership won't make this MVSS ITEM RIGHT(use this language and act like ya know about vehicle safety standards). I bet they get it taken care of for ya. As an autoworker for GM and friends who work at Ford this is what we and our friends and relatives do to get satisfaction

It is possible since it is a safety issue that the dealership might not charge you. Ask for the service manager, or general manager of the dealership.

take off the plastic covers over the retract mechanism. You'll need a special bit to get them off.

Safety restraints are 8/80 warranty. So if less than 80k, dealer will fix it free.
