i assume you mean a "leash on his rottweiller".

The police will not likely arrest someone for not leashing a dog. If the dog hurts someone there may be civil (and, under certain circumstances, criminal) penalties, but he will not get more than a citation for not leashing the animal.

A leach? Well, I hope he wouldn't do that. A leash, they aren't going to arrest him for. And it is a "rottweiler", not a "rock wilder" dog, lol. Is the dog well behaved? Is it a nuisance? If he is, then call the non-emergency number, it's 3-1-1 in my area.

Here in Ontario Canada, leash laws are not arrestable offences as they are simply municipal by-law infractions. The very worst that could happen here is that he would get a ticket for letting his dog run at large.

Blood letting using leaches has been in disfavor for many years and requires a medical license to do so. If they are not qualified, they shouldn't be handling leaches at all.

OK- is the animal confined to a fenced yard? no law broken.
is there a leash law where you live?
