You may have hypothyroidism. It means your thyroid gland is "under acting." Go to doctor and ask for TSH and T-4 tests. Have them check glucose levels, cholesterol and especially anemia too. If your hormone level is too low, then the doctor gives you a synthetic, thyroid hormone replacement pill to take daily in a.m.. Symptoms besides always being cold are weight gain, brittle nails, dry hair, anemia, depression, water retention, constipation and general sluggishness.

Several answers are directed at your thyroid, which is possible. My guess is you are small and have very little body fat. Your mother probably is too. The low blood pressure is a dead giveaway. Several answers here:
1. Get a good check up, although I don't think that is the issue
2. Take iron, it won't hurt unless you take a bottle at a time.
3. Learn to wear a hat. Believe it or not, wear a ski cap at night when you go to bed. Most of your heat loss is through your head.
4. Drink coffee, tea or caffeinated soft drinks. The will increase your heart rate and in turn make you feel warmer.
5. Take ginseng everyday. Works like the caffeine, but in a pill.
6. Avoid drafts and fans. My guess is you also have no hair on your arms, so the slightest breeze will make you feel cold.

Are you real thin, if you don't have much body fat you tend to chill easier. Also it could be poor circulation, do your hands ever get bright red or have blue tinted nail beds? Does it help if you exercise? If I sit still to long it helps me warm up by doing stretches, jumping rope, walking/jogging in place, these activities help increase your circulation, thus warming you up.
Be sure your Dr. is aware of this, especially if there are color changes or any change in sensation.
